Experience

2000 to Present  Human Factors International (Consultant)

 Provide human factors consulting services to major corporations and Government Agencies for Internet and intranet design.  Projects include efforts for The Congressional Research Service (Library of Congress), The Financial Management Service (Department of the Treasury), The National Institute of Health and The Library of Congress. Duties include defining user information requirements and developing and testing architectures and user protocols that support usable access to information. Also performed a year-long study on the gathering and integration of customer data for purposes of evaluating online applications of the Social Security Administration.

2001   Enterprise Knowledge Management Group (Consultant)

 In support of an Arthur Andersen contract, participated in a panel of experts to identify and evaluate new technologies for NASA's Design For Safety Program.  Technologies included developing products and services in the areas of Systems Reasoning and Risk Management and Adaptive Operations and Control.

1983 to 2000  AAI Corporation, Principal Engineer

 Provided human factors and system safety analysis, design and evaluation expertise in the development of unmanned aviation, weapon, simulation, test and prototyping systems. Duties included:

- Human factors and system safety analyses and design of the Pioneer and other Unmanned Air Vehicles (surveillance platforms)

- Human factors and system safety analysis and design of ICBM transfer mechanisms and for nuclear munitions loaders

- Human factors and system safety analysis and design of advanced weapon systems (personal and combat vehicle-mounted weapons)

- Design of a selection battery for unmanned air vehicle pilots

- Various analytical studies such as a human factors survey of design adequacy of U.S. Army nuclear, biological, and chemical protective gear

- Human factors and system safety analysis and design of a helicopter prototyping simulator and for a computer-based battlefield management system

- Development of operational protocols and screen displays for simulator instructor stations, weapon systems, and avionics test equipment to meet user requirements

- Analysis of instructional requirements for various simulators including a trainer for the Aquila remotely piloted vehicle, the Stinger missile target simulator, artillery system trainers and combat engineer vehicles; participated in design and development of simulators

1980 to 1983  General Physics Corporation, Human Factors Engineer

Managed and participated in human factors control room design reviews at nuclear power plants for five electric power utility companies.  Conducted research on communications problems in nuclear power plants, and developed solutions for the Electric Power Research Institute.  Developed and taught human factors and management training courses for Government and industrial clients.  Provided human factors consulting services to various electric power utility companies in areas of emergency support facility design, computer display design, and other human-machine applications.

1979 to 1981  U.S. Army Research Institute, Research Assistant

 Assisted in development of battle simulation and combat gaming techniques for use in training Army strategic commanders and their support groups.  Performed research pertaining to human performance capabilities in continuous combat using a computer simulation model.

1979   Biometric Research Institute, Consultant

Assisted in nationwide selection process evaluating drug clinics for participation in a research program with the narcotic antagonist Naltrexone (used to treat heroin addicts).

1979   JWK International, Consultant

Formulated training objectives for modularized maintenance training courses for the Federal Aviation Administration.  Designed and constructed tests to validate training objectives, and performed statistical analyses.

1978   The Catholic University of America, Research and Teaching Assistant

Conducted research on auditory pattern recognition in the Human Performance Laboratory.  Taught experimental design and report writing for a class in sensation and perception.

1974 to 1978  Friends Medical Science Research Center, Inc., Research Assistant

 Performed research with drugs (Naltrexone) for the treatment of heroin addiction.  Counseled parolees with histories of narcotic addiction.

1977 to 1978  Baltimore County Public Schools, School Psychology Intern

 Performed diagnostic evaluations of elementary and secondary school pupils for learning disabilities and emotional disorders.

Authored/co-authored: two books, a book chapter, several conference papers and articles in proceedings, as well as numerous technical reports.
