JAMES D. BAKER, Ph.D Associated Principal Dr. Baker is an applied experimental psychologist with experience in systems design, human
factors engineering, ergonomics, human reliability assessment, educational technology and training system development, computer-aided simulation and modeling, and field test and evaluation. He has served both as a
psychologist and as computer-scientist with the Federal Government. As a government scientist he designed and implemented a state-of-the art automated laboratory, a complex office automation and decision support system
which utilized a relational database management structure with an artificial intelligence front-end and invented the concept of embedded training. For these accomplishments he was awarded the US Army Commanders Award
for Civilian Service. He is an adjunct professor in the Systems Engineering Department at the University of Maryland where he teaches Human Factors and Human Reliability in their master's degree program. He
holds an adjunct faculty position in the Administrative Science master's degree program at George Washington University where he teaches a course in Human Performance and Productivity. He has also been a lecturer for
the Georgia Institute of Technology in their annual continuing education course on modeling and simulation. He is presently a member of the Scientific Advisory Board for the University of Miami
School of Medicine's center for research and education on aging technology enhancement. He has served in the past as a consultant to the Nuclear Regulatory Commission, The Social Security Administration, the Department
of Health and Human Services, the Department of Education's Office of Educational Research and Improvement, the Department of Defense Medical Systems Support Center, the US Postal Service, the Chevron Chemical Company
Olefins and Derivatives Division, the Union Carbide Chemicals and Plastics Company and the Wolf Creek Nuclear Operating Corporation. He also served on the Technology Topic Committee for the 1991 White House Conference
on Library and Information Services. As an industry contract consultant he served as a member of an expert advisory panel on a NASA Design for Safety project. He served as a senior scientist on a
Coast Guard human performance analysis project supporting the USCG's buoy tender ship replacement effort. He was the project leader for the U. S. Army's Bradley Fighting Vehicle Program Office's independent evaluation
of two competing contractor proposals for the system's Test Program Sets requirement. He served as a design team member for the packaging, handling, storage, and transportation component of the MacDonnell-Douglas/Boeing
Evolved Expandable Launch Vehicle (EELV) Delta IV satellite launch system. For the US Postal Service (USPS) he provided extensive technical assistance in the realignment of the USPS' field maintenance workforce
through job redesign and position consolidation. This effort included the development of a postal workflow process model/lap top computer simulation for use as a maintenance supervisor decision-aiding tool. Dr. Baker holds A.B., M.A. and Ph. D. degrees in applied experimental/engineering psychology. His education was received at West Virginia University, the Ohio State University and the Catholic
